In the proposed flow, users can continue with email verification without providing a phone number or checking SMS consent. Both boxes start unchecked. SMS delivery requires affirmative SMS consent.

After STOP, text START or UNSTOP to the same toll-free number to resume delivery. Requesting a new code alone will not unblock messages.
